David joined the Welsh Government in January 2020 and has recently been seconded to the team dealing with transport decarbonisation.  He is a civil engineer with a broad experience base including 13 years with a renewable energy developer managing the construction and operation of wind and biomass power station projects, 8 years as Proposals Manager for a multi-disciplinary railway contractor and various project management and engineering roles on civil engineering infrastructure schemes in the transport, industrial and utility sectors.
