Tom Cullen, Head of Vehicle Incentives, Office for Zero Emission Vehicles

As lead policy official for the Plug in Van Grant, Tom is responsible for an operating budget of more than £100m per financial year and overall delivery of the grant scheme.

This is achieved through establishing good working relationships with vehicle manufacturers and the  Driver and Vehicle Licensing Agency (DVLA) across all Plug in Vehicle Grants and the grant portal system and collaborating with stakeholders across industry to provide forecasts for electric van uptake – ensuring that funding is spent sustainably. 

Under his leadership Tom has  expanded the Plug in Vehicle Grant delivery period to 18 months and extended the Plug in Van Grant annual order limit to 1500 per customer.
